I think it should be done in the same time when clans begin to exist, because i have applicant but i cant play very much because it will grow over 25. Had to die once on purpose just to prevent it.
Even when i do nothing, i get exp from meditation, trance and so on.

Is it still off? Could someone explain the reason behind this?

The fact that some people have fully-equipped applicants they dont login with doesnt sound like a good reason for me. In fact it looks more like a reason to turn antistoring ON Tongue

It was turned off cause some people were complaining about it privately to Chemosh; we'll turn it on together with clans opening.
