While the issue seems to be illogical to me, easy-to-land tiger claw preventing even spellcasting from items would be tooooo cheap, imho.

hehe, 'recites' is the key word.
just change that word and no problem...
for example 'reads' instead of 'recites' ?

Scrolls should not work, stave's and wands sure but not scrolls. . . Cant 'mispronounce' a syllable if your not pronouncing it can you.
