This way i can expell without need to write note and wait 3 days.

It is up to imms how they will implement it. They will find solution which is the best, which doesn't allow abusing, and if they don't find the way, they will tell that it cant be done.

Clan leader can send note, and use his own knowledge who is active member and who is not to judge. Mistakes are possible, but what the hell should we care ? World is not perfect.
