Right now it works from the inventory. I think it should only work when worn. Of course you can remove it after getting the buff, but still..
Btw, maybe phrase/special spells should only work while you wear the item, so the buff disappears if the item removed? (spider bracelet, knight banner)

I am in favor of denying random bystanders from looting, this feels very cheap (and could break the rule 10 in a way - Just "suicide" in front of who you want to get items and legal item transfer to lower level player - claim you lagged if investigated).
Though there may be complications in assigning who is allowed. Suppose Bob (lvl 35) and Joe (lvl 30) are leveling up, and Bob gets attacked by Ann (35). If Joe keeps healing Bob and thanks to that they win and kill Ann, can he loot Ann's body? If no, Joe might feel it was unfair because he was important in the fight (and grouped with Bob). If yes it might break the rule of no equip outside PK. I don't see a obvious right answer.
Regarding restrictions to full looting, Its funny but i have mixed feelings about this. I never full looted someone (that i can remember at least) and often get it done to me, i should be in favor. It sucks to get full looted, more often than not attackers don't even want your gear, they do it just to make it hard to recover.
But a part of me worries it could be bad for the game. Solace is a game with many powerful limited items. I feel it is important that it be possible for these to trade hands. If someone is hoarding a bunch of them they will likely be powerful and hard to kill, and it will be frustrating to a attacker to finally manage to trap and slay them only to not be able to take much.
If there is a limit to a couple of items, for example, say by some miracle you manage to kill whomever is the current abjurer holding the auto-cast dragon armor. You can't even take the full set. I'm not entirely sure this is a good thing. The attacker might be a player that never was able to hold that set and was dying to see how it is like. Meanwhile i'd bet you can count in one hand how many players have had characters with that armor in the history of solace.
I'm also worried this will incentivize gangbanging 3v1 just to have more people "allowed" to loot. I enjoy the PK aspect of the game and like fighting other players, but it does suck when you are always fighting a losing battle because other people have more OOC friends playing the game then you do. Or incentivize repeat killing to loot many times (i am aware there is a rule against greifing, but it is somewhat vague).
It is difficult to predict how player behavior may change because of a rule like this. It could be for the better, but could also be for worse.
I think we could experiment with something like this, but i think we should do so with a open mind to rollback the change if it does not work out.
