When mount is blind its need to add some penalties.
For example:
1. Reduce skill riding and mounted fighting to 50%.
2. Reduce ability to flee on blinded mount somewhere to 10-25%. (its even cant see anything. how its able to ride in right direction?)
3. Add chance for rider to fall from horse every hour.

remove recovery skill from the game.

- Horses typically have blinders on in city travel anyway..they can be trained to just respond to reins.
