The idea is that Palanthas is a large city, with huge gates, towering walls, etc.:


Before the grand Eastern gates of Palanthas
  You are standing at a huge iron gate guarding the western side of
Palanthas. The people of Solamnia place great pride in their capital city
and standing here it is plain to see why. The towering stone walls have
kept out invading armies for centuries, and the city itself is built with
the finest architecture and stonework. You can head east into the eastern
gate house, westward into the city itself, or north and south along the
towering city walls.


And yet you can't pass the gates mounted without bashing your head and falling from the horse.

At least, make it possible to ride through with the feat 'Horse Nomad.'
