While this rare druid form is making the most damage, its resistances are bad compared to greater forms. A vote for improving resistances.

Wolverine could get some cool skill to justify the rarity of the form. In addition to the resists.
The simple way is to add rake skill. So would have both rake (blind) and tear (dps) available to use.

On a side note:
Druids forms are too weak in general at hero levels - no haste (means fewer attacks), no survival instincts (i think this gives +25% damage), no sanc, no blink (maybe vortex is good, no idea). Bad defence and not too good offense compared to alters. Only good for exping.

But at lower ranks the druid forms are way too strong, especially the greater wolf. I think the damroll progression needs to be adjusted for both druid and alters forms.

Badger: 76 dr at hero, 58 at 19
Greater wolf: 103 at hero, 76 dr at 18

Fox: 48 dr at hero.  I think 19dr at lvl 16
Tiger/Lion: 105dr at hero, 87 at 26

Vortex doesn't work with form - it's not form-friendly.
