Iron Golem with Empower spell

When I cast Iron Golem and he is empowed by the feat Empower spell, the golem's rank is the same as if I had not Empower spell... and It takes longer till I am able to cast iron golem again.... Is that normal?
Seems not like an empower in this aspect...
