Spears and polearms are all but useless in PK. Anyone who can use them will evidently prefer a staff, because you can pugil/overhead with it. Well, you can lunge with spear/polearm, but lunge is a crappy skill: it has two round lag and always does physical damage dependless on your weapon damtype.

Perhaps if we reduce lunge's lag to 1 round (perhaps tuning its damage down a bit) and fix its damtype, it'll become useful in fight. Perhaps we'll also encounter spears and polearms in PK.

Maybe it will be better to mix staff/polearm/spear in one absolutely one kind of weapon?
I believe it will be not very strong improvement, but very useful.
Btw, as i understood, charge set does not check multipliers of damage. Very sad.
