Technically, according to sources that seem very credible, Kang wound up Lawful Neutral by the time he became Governor of, and restored Teyr with his company of Engineers (and others who joined up with them) (PS. Yay for Engineers! Grin)

However, in this case, and according to the background in-game of that draconian, it should surely be evil Smiley

I have been searching for the imprisoned draco many times but couldn't find it/him. I found the jail and the entrance guards but i couldn't harm him with my bare hands. Could anyone give me a few clues on this matter?

Read carefully what he says to you, and then do some conversation. Same as most quests, though personally i am against those quests which solution depends on your skill with english.
