Actually, slow doubles healing rates.

Maybe they wanted to say, that if you use healing spells, while being slowed, they working half less effectively? For example you cast heal on self and it restores only 100 points instead of 200, due to reduced metabolism as was said.
Need to check it!

No, andrey, it means exactly what it says. That you will recover half (actually double) of your health in the passing of each tick = healing rates.

Casting heal and other curative spells are not affected exactly because they are a magical source of healing, and not one resulting from ones natural metabolism.

Basically what it means just for the healing aspect, I understand English is a tricky language, that it halves the healing rates ( halves the time it takes to heal to full ) because of a slower metabolism it's suggesting this allows your body to heal faster then normal. Slowing time around. Think of it as 2 ticks passing normally for everyone else but because of the magic of slow you only feel as if 1 has passed by.

As for the rest it takes away you hit percentage making you attack slower also because of the slowed nature you are easier to hit affecting you dodge and parry ability.
