Toughness feat

I've noticed that when each time i take this feat, instead of gaining 3 more hps per level i basically gain the same amount of hps I used to, before i had taken up the feat. Instead of gaining 20, i get 18... So i was wondering, ....?

you're confusing toughness with Mind over Body (sort of).

toughness = take current rank, apply multiplier based on level of feat, give you that amount in HP immediatley after learning the feat

So, basically, if i choose toughness feat at rank 15 I will get only 45 hps, and that's all? Toughness does not stack with hps gained per level?

It does. It's your paranoia, that's all. 
Really, 3 hp difference is not that big to be noticable at each gaining and sometimes it just so happens, that your mino fighter got 24 hp without feat, and after got 23 from time to time, because the initial amount was 20.
