Let's change assassins hand ave dependancy on level to dependancy on dr, like there are with warriors.
Fighter with 90dr on 25 rank can do cruel things.. and assassin cannot

I'd like to just add DR to the diminished ave, but that ave to be still level-dependant, say 8+level/2. I don't know its current dependancy, so I suggest the formula being like wielding weapons with ave like 24 at topmost.

I'm pretty sure assassin's hand has ave ~30 at hero rank

At mid ranks assassins skills are some of the most powerful... For instance strangling an opponent that uses protective magics/prayers almost always results in removal of  protections as the duration on them at mid ranks is very small(especially for the good ones), extra damage is to much i think...
