Blackjack confusion

-  A kender can blackjack Noggo but  cant blackjack a draconian player.  One way must be wrong maybe?  make it same across board one way or the other.  Unless Noggo is a midget draconian.

Player usually wear helmets while *cough* Noggo does not

I think hes trying to say a draconian player was too tall for a kender to blackjack? Perhaps he was mounted?

- yes he was too tall
1). Both unmounted ..draconian too tall. 
2). Both mounted draconian too tall (makes sense if we are on same mount we would have been raised equal distance from unmounted) 
3)  Kenders have to be mounted and draconian on foot...this is fine if its the way intended.

- Just dont know why I can attempt on all other draconians unmounted, should be all or none shouldnt it?
p.s.Does the height advantage from mounts differ from species to species?  Donkey vs. Elephant?
