Spellpower

There's no help file on it. What exactly does it affect?
PS: Empower Spell and Spell Penetration have any effect over it?

- first circle empower spell gives chance to cast a spell at one level higher
  second circle empower spell I believe gives 100% chance of casting spell one level higher
  Third circle empower spell casts a spell at at least one spell level higher with chance for two levels higher.

-  For example Kazo only has third circle empower spell feat and his spellpower is 36-37 so he casts spells as if they are lvl 36 or sometimes 37 instead of level 35 like someone without feat.

-  Someone correct me if im wrong but if one was to take all empower spell feats at hero their spellpower would be 37-39

- Cant help you on spell penetration
