Well are you sure?? I think it is correct. "For" should be used, not "to".

If you use "responsible", then it should be followed by "for".
Your other example is different... as if you said:
You are expected to follow them.
But if you are responsible, you are responsible FOR something, not to something.

- These clan rules may change at any time, ignorance to such changes is not a valid excuse for not following them.  Unless of course you pretend your role is to not follow them moments after being called out.  Grin
