Says it can he cast on others and changes based on guild
 But you can't cast on others.

Did you try to cast it in group and ask teammate if he get it in affects?

Yes.in group with trust all and group. It says you can't cast this on another person

I mean, you just cast it without target.
And it might affect all who are in group.
Like knight's leadership.

Yep, it buffs everyone in your group with a single cast / no bug there.
