From help files for soulbind, you can read the following:


   Soulbind will link the necromancers to an undead follower
   such that should they be separated the undead being will
   return to its master as soon as it can. Additionally, a soulbound
   dracolich will allow its master to 'fly' on it. Only one undead
   follower can be soulbound at a time.


But reality in-game is different.


c soulbind dracolic
You recite a sweet mystical tune.
That zombie is already soulbound.

On the cobblestone path
  Carefully planned and laid, the cobblestone path could easily rival
that of the greater stone workers of Krynn. You wonder if the elementals

you realize they must've been formed in ancient times. If not for the

You notice the cobblestone path follows the river to your west.

The Draco I don't think has ever given fly. It walks on ground doesn't hover.  I don't think this is a bug. The fly is like flying into air areas.
