What is Spellforce?

What exactly is spellforce? Is it the same as spellpower, but only for the purpose of defeating save checks?

(effective saves) = (victim's saves) - (your spellforce)

Spellpower is +level to all spells, so generally much stronger than spellforce.
For just the purpose of saves, 1 spellpower = 2 spellforce, roughly, subject to unannounced changes as I'm still tweaking this. But spellpower (level) also participates in damage calculation, ability to heal/dispel, etc.
