seems mobs dont care about lags. bug?

I've noticed that on every skill or casting mob I've fought...and as well, some (can't remember which) seem to be able to bash and cast, for example, in rapid succession...

its my understanding that MOBS are not affected by lagging skills. They are free to cast whatever they want whenever they wish  ;D
