Planar Collapse

Now, first of all, there's a large chance I'm just a confused ignorant fellow who's never played an invoker before.  Well, this is probably true anyways, but I mean in specific regard to this topic.
As I understand it, Planar Collapse is supposed to cause anyone who enters the collapsed room to be teleported (maybe 1 out of 2 times or something...?).  Anyone who knows for sure otherwise, correct me please.
However, if this, or anything like this is the case, I don't think it's working...I've successfully collapsed various places, and people, those in PK, those out of it, and myself, have entered the room without anything happening...
If this is just a failed teleport effect on them, maybe a message is good?  Or is it to keep it secret?  And if so, just how hard is it honestly for it to send them hurling across the world, as it has yet to do so once for me?
