why the hell not? all he has to be is lawful.
i say make the ancient silver dragon evil, the two-headed one good, and the inquisitor gets sanc! that oughta produce some real confusion

forget emoting spellbane just give him cry of outrage....oh...and autocasting equipment..hell...then you could just stick him in the camp for good measure
