What about improving Guardians not by adding skills and spells, but in some other way?
Imagine that the royal cash is financing the Guardians. Being a Guardian, you have your bank account increased by a considerable number every week, depending on your player level and your rank in Guardians. For example, a hero Magistrate receives 1000 gold per game week, and the leader of the clan receives 5000.
You can then buy yourself tasty potions, gamble for nice things, or even pay for the heads of wanted people.
You have a 'reward' skill: add a person (if he or she is wanted now) to a board of wanted criminals located near the Guardian clanhall and looking like this:

To ensure that the needed sum is always available, it just will be negated from your future income. For example, if you earn 1000 gold per week and you need to pay 15000 for Sios's head, you will receive nothing for the next 15 weeks after payment occurs.
There will be a mob near Guardian clanhall that gives you the reward for a criminal's head (perhaps checking if you or your charmed mobile killed the criminal). Yes, body parts tend to decay into dust, but something can be invented - for example, a head of a criminal won't decay, at least while anyone is holding it in inventory.
After paying someone for a criminal's head, this mob will send a note to Guardians, saying that he paid <some person> for <wanted person>'s head a reward of <amount of gold> assigned by <some guardian>. Also he'll send a note to that <some guardian>, saying that his account won't be refunded for <a number> of weeks due to that payment. And upon the end of period the mob will again send a note to that <some guardian>, notifying him about it.
Surely, some abuses can be invented about it (becoming a criminal, then dying somewhere somehow and receiving lots of money). First of all, there should be a check that the criminal's head you bring to Justice isn't your own head. Second, though the reward is given out authomatically, it is assigned manually. You won't assign a (considerable) reward for some trash-character, only for those who really worth it.
