Lets say i have sanc for 2 ticks in affects. If i cast sanc , i would  have in affects sanc for 8 ticks, instead of waiting 2 ticks to renew spell.Is that acceptable?
Now if you cast sanc and you have sanc 2 ticks in affects, you do not change anything.

No, durations woud not be cumulative. If someone cast spell again, it would renew spell. If fight is going to have duration of more ticks or sancer forgets to recast, then sanc will disappear. Difference is only one tick without sanc, though it can decide battle, so you have right for that.

A chance of being caught without sanctuary / protective shield is just one of weaknesses of mage-classes.
