Bless and frenzy

Wondering why God dislike to frenzy anyone with different alignment, but blesses with pleasure? =)
Probably, this behaviour should be (ex)changed?

Gods refuse to bless evilish.

As for frenzy - that is HOLY wrath and should fill only those of pure soul.

Being neutral I can bless all three alignments, but can't frenzy anyone except for neutral.
Seems like bless doesn't work on opposite alignments, frenzy more restricted.

Holy means holy, not 'holy good' =) Everyone has it's own faith and own sanity.
